Most pools in apartments and HOA’s are essentially working on the honors system at this point. They aren’t supposed to open without the proper grates, but they don’t need the health district’s inspection to do so. If the district shows up and the only problem they find is the unsafe grate, they can’t do a thing because it’s a federal law.
